Changing a Character to Fit the Plot

“If a character wouldn’t actually make the kind of decisions that you need her to make in order for the plot to move forward, maybe you need to change the character to make her that person.” – Carrie Vaughn in Plot and Character, posted in Genreality.
I can't remember a story in which I changed the character to match a decision appropriate for that character. I've changed the decision. In one of my published stories, I swapped the main character with a minor one to make the story line plausible. How have you handled this situation?
